以色列的守望者瞎眼無知，是不會叫的啞巴狗，只喜歡躺下睡覺做夢。這些人就像貪吃的狗，不知飽足，又像什麼都不懂的牧人，人人各行其是，追求自己的利益。他們說：「來吧，我去拿酒，讓我們喝個痛快！明天會跟今天一樣，甚至更豐盛。」

我知道，在我離開以後，一定會有兇惡的豺狼闖進你們中間，殘害羊群。

同樣，做執事的也要品行端正，說話誠實，不好酒，不貪財，

不酗酒、不好鬥、要溫和、不爭吵、不貪財，

因為底馬貪愛世界，離棄我跑到帖撒羅尼迦去了。革勒士去了加拉太，提多去了撻馬太，

身為上帝的管家，作監督的必須無可指責，不傲慢，不暴躁，不酗酒，不好鬥，不貪財。

看門的會給他開門，羊也聽他的聲音。他按名字叫自己的羊，把牠們領出來。

「你們要提防假先知，他們披著羊皮到你們當中，骨子裡卻是凶殘的狼。

務要牧養上帝託付給你們的羊群，按著上帝的旨意甘心樂意地照顧他們，不是出於勉強，不是為了謀利，而是出於熱誠。

「聽著，我差你們出去，就好像使羊走進狼群一般。所以，你們要像蛇一樣機靈，像鴿子一樣馴良。

「人子啊，你要這樣向以色列的牧人發預言，『主耶和華說，以色列的牧人啊，你們有禍了！你們只顧餵養自己，牧人豈不應該照顧羊群嗎？但你們只顧吃羊的脂肪，穿羊毛衣，宰殺肥羊，卻不照顧羊群。你們沒有養壯瘦弱的，沒有醫治生病的，沒有包紮受傷的，沒有領回走散的，沒有尋找迷失的。你們反以暴力來管轄他們。因為沒有牧人，羊群便流離失散，成了野獸的食物。我的羊在群山和高崗上遊蕩，分散在各地，沒有人尋找他們。
