哈曼對亞哈隨魯王說：「有一個民族被打散，分散在你全國各省各民族之間；他們的法令與其他所有民族的都不相同，他們也不遵行王的法令，所以留下他們對王無益。如果王認為好，就請王下旨消滅他們；我將捐出一萬他連得銀子，交在管理國務的人手中，歸入國庫。」於是王從自己手上取下印戒，交給亞甲人哈米達塔的兒子哈曼——猶太人的敵人。王對哈曼說：「那銀子歸於你，這民族也歸於你；你看怎樣好，就怎樣處置他們吧！」一月十三日，王的書記們被召來，照著哈曼所吩咐的一切，給王的行政官們、管理各省的省長和各民族的首領下旨，用各省的文字給各個省，用各民族的語言給各個民族，以亞哈隨魯王的名義下旨，又用王的印戒封印。詔書藉著信使們的手傳送給王的各省：要各省在十二月（亞達月）十三日，一天之內，把所有的猶太人，無論老少、孩童或婦女，都除滅、擊殺、消滅，並且掠奪他們的財物。這文書的副本以法令的形式在各個省頒布，通告各民族，讓他們為這一天做好準備。
