底本城的人上到神廟，到他們的邱壇痛哭。摩押人都剃光頭髮，刮掉鬍鬚，為尼波和米底巴城哀號。

我聽見以法蓮在為自己悲歎，『我們就像未經馴服的牛犢，你管教我們，使我們順服，求你使我們回到你身邊，重新復興，因為你是我們的上帝耶和華。我們曾經離開你，但我們後悔了；我們醒悟之後捶胸頓足，痛悔不已，因早年的所作所為而羞愧難當。』」耶和華說：「以法蓮不是我的愛子嗎？他不是我喜悅的孩子嗎？我雖然常常責備他，但仍然惦記著他。我深深地想念他，我必憐憫他。

行正道者活得安穩，走歪路者終必敗露。

你們為何因自己無法醫治的創傷而哭泣呢？因為你們罪大惡極，罪過無數，我才這樣懲罰你們。然而，毀滅你們的必被毀滅，與你們為敵的必被擄走，擄掠你們的必被擄掠，搶奪你們的必被搶奪。雖然你們這些錫安人無家可歸，無人關心，但我要醫治你們的創傷，使你們康復。這是耶和華說的。」

「主耶和華說，『你既忘記我，把我拋在腦後，就要受自己放蕩淫亂的報應。』」

人因愚昧而自毀前程，他的心卻抱怨耶和華。

以色列忘記了他們的創造主，建造許多宮殿；猶大興建許多堅城。但我要降火燒毀他們的城邑和堡壘。」

耶和華的天使對他說：「你為何三次打你的驢？我特意來阻擋你，因為你走的路在我眼中是邪路。

他會當眾歌唱說，『我犯了罪，顛倒是非，祂卻沒有按我的罪報應我。

雅各家的首領，以色列家的統治者啊，你們要聽！你們厭惡正義，顛倒是非；

但你們吃得飽足以後，就心高氣傲，忘記了我。

僥倖逃到山上的，都必像谷中哀鳴的鴿子，為自己的罪惡哭泣。
