These two women serve as an illustration of God’s two covenants. The first woman, Hagar, represents Mount Sinai where people received the law that enslaved them.

You are standing here today to enter into the covenant of the Lord your God. The Lord is making this covenant, including the curses.

For I solemnly warned your ancestors when I brought them out of Egypt,“ Obey me!” I have repeated this warning over and over to this day,but your ancestors did not listen or even pay attention. Instead, they stubbornly followed their own evil desires. And because they refused to obey, I brought upon them all the curses described in this covenant.’”

They did not keep God’s covenant and refused to live by his instructions.They forgot what he had done— the great wonders he had shown them,

Dear brothers and sisters, here’s an example from everyday life. Just as no one can set aside or amend an irrevocable agreement, so it is in this case.God gave the promises to Abraham and his child. And notice that the Scripture doesn’t say“ to his children,” as if it meant many descendants. Rather, it says“ to his child”— and that, of course, means Christ.This is what I am trying to say: The agreement God made with Abraham could not be canceled 430 years later when God gave the law to Moses. God would be breaking his promise.For if the inheritance could be received by keeping the law, then it would not be the result of accepting God’s promise. But God graciously gave it to Abraham as a promise.Why, then, was the law given? It was given alongside the promise to show people their sins. But the law was designed to last only until the coming of the child who was promised. God gave his law through angels to Moses, who was the mediator between God and the people.

Not one of your children is left alive to take your hand and guide you.

They turned back and were as faithless as their parents. They were as undependable as a crooked bow.

I will examine you carefully and hold you to the terms of the covenant.I will purge you of all those who rebel and revolt against me. I will bring them out of the countries where they are in exile, but they will never enter the land of Israel. Then you will know that I am the Lord.

The Lord replied,“ Listen, I am making a covenant with you in the presence of all your people. I will perform miracles that have never been performed anywhere in all the earth or in any nation. And all the people around you will see the power of the Lord— the awesome power I will display for you.

“ Now this is what the Sovereign Lord says: I will give you what you deserve, for you have taken your solemn vows lightly by breaking your covenant.

He will feed his flock like a shepherd. He will carry the lambs in his arms, holding them close to his heart. He will gently lead the mother sheep with their young.

Then Moses went down to the people and repeated all the instructions and regulations the Lord had given him. All the people answered with one voice,“ We will do everything the Lord has commanded.”Then Moses carefully wrote down all the Lord’s instructions. Early the next morning Moses got up and built an altar at the foot of the mountain. He also set up twelve pillars, one for each of the twelve tribes of Israel.Then he sent some of the young Israelite men to present burnt offerings and to sacrifice bulls as peace offerings to the Lord.Moses drained half the blood from these animals into basins. The other half he splattered against the altar.Then he took the Book of the Covenant and read it aloud to the people. Again they all responded,“ We will do everything the Lord has commanded. We will obey.”Then Moses took the blood from the basins and splattered it over the people, declaring,“ Look, this blood confirms the covenant the Lord has made with you in giving you these instructions.”Then Moses, Aaron, Nadab, Abihu, and the seventy elders of Israel climbed up the mountain.There they saw the God of Israel. Under his feet there seemed to be a surface of brilliant blue lapis lazuli, as clear as the sky itself.And though these nobles of Israel gazed upon God, he did not destroy them. In fact, they ate a covenant meal, eating and drinking in his presence!

But he led his own people like a flock of sheep, guiding them safely through the wilderness.He kept them safe so they were not afraid; but the sea covered their enemies.He brought them to the border of his holy land, to this land of hills he had won for them.

So he brought his people out of Egypt with joy, his chosen ones with rejoicing.

“ And the answer will be,‘ This happened because the people of the land abandoned the covenant that the Lord, the God of their ancestors, made with them when he brought them out of the land of Egypt.

The earth suffers for the sins of its people, for they have twisted God’s instructions, violated his laws, and broken his everlasting covenant.Therefore, a curse consumes the earth. Its people must pay the price for their sin. They are destroyed by fire, and only a few are left alive.

They rejected his decrees and the covenant he had made with their ancestors, and they despised all his warnings. They worshiped worthless idols, so they became worthless themselves. They followed the example of the nations around them, disobeying the Lord’s command not to imitate them.They rejected all the commands of the Lord their God and made two calves from metal. They set up an Asherah pole and worshiped Baal and all the forces of heaven.They even sacrificed their own sons and daughters in the fire. They consulted fortune tellers and practiced sorcery and sold themselves to evil, arousing the Lord’s anger.Because the Lord was very angry with Israel, he swept them away from his presence. Only the tribe of Judah remained in the land.

“ People from many nations will pass by the ruins of this city and say to one another,‘ Why did the Lord destroy such a great city?’And the answer will be,‘ Because they violated their covenant with the Lord their God by worshiping other gods.’”

The Lord said to Moses,“ You are about to die and join your ancestors. After you are gone, these people will begin to worship foreign gods, the gods of the land where they are going. They will abandon me and break my covenant that I have made with them.Then my anger will blaze forth against them. I will abandon them, hiding my face from them, and they will be devoured. Terrible trouble will come down on them, and on that day they will say,‘ These disasters have come down on us because God is no longer among us!’At that time I will hide my face from them on account of all the evil they commit by worshiping other gods.

For I hold you by your right hand— I, the Lord your God. And I say to you,‘ Don’t be afraid. I am here to help you.

Then the Lord said to Moses,“ Write down all these instructions, for they represent the terms of the covenant I am making with you and with Israel.”Moses remained there on the mountain with the Lord forty days and forty nights. In all that time he ate no bread and drank no water. And the Lord wrote the terms of the covenant— the Ten Commandments— on the stone tablets.

And when I passed by again, I saw that you were old enough for love. So I wrapped my cloak around you to cover your nakedness and declared my marriage vows. I made a covenant with you, says the Sovereign Lord, and you became mine.

The Lord himself has scattered them, and he no longer helps them. People show no respect for the priests and no longer honor the leaders.

‘ You have seen what I did to the Egyptians. You know how I carried you on eagles’ wings and brought you to myself.Now if you will obey me and keep my covenant, you will be my own special treasure from among all the peoples on earth; for all the earth belongs to me.

“ But look, God will not reject a person of integrity, nor will he lend a hand to the wicked.

Jesus took the blind man by the hand and led him out of the village. Then, spitting on the man’s eyes, he laid his hands on him and asked,“ Can you see anything now?”

You led your people along that road like a flock of sheep, with Moses and Aaron as their shepherds.

How quickly they have turned away from the way I commanded them to live! They have melted down gold and made a calf, and they have bowed down and sacrificed to it. They are saying,‘ These are your gods, O Israel, who brought you out of the land of Egypt.’”

But as surely as the Lord your God has given you the good things he promised, he will also bring disaster on you if you disobey him. He will completely destroy you from this good land he has given you.If you break the covenant of the Lord your God by worshiping and serving other gods, his anger will burn against you, and you will quickly vanish from the good land he has given you.”

These are the terms of the covenant the Lord commanded Moses to make with the Israelites while they were in the land of Moab, in addition to the covenant he had made with them at Mount Sinai.

Yet you have abandoned me and served other gods. So I will not rescue you anymore.Go and cry out to the gods you have chosen! Let them rescue you in your hour of distress!”

In all their suffering he also suffered, and he personally rescued them. In his love and mercy he redeemed them. He lifted them up and carried them through all the years.

When Lot still hesitated, the angels seized his hand and the hands of his wife and two daughters and rushed them to safety outside the city, for the Lord was merciful.

He brought Israel out of Egypt. His faithful love endures forever.He acted with a strong hand and powerful arm. His faithful love endures forever.Give thanks to him who parted the Red Sea. His faithful love endures forever.He led Israel safely through, His faithful love endures forever.

Watch now, for the Lord has laid his hand of punishment upon you, and you will be struck blind. You will not see the sunlight for some time.” Instantly mist and darkness came over the man’s eyes, and he began groping around begging for someone to take his hand and lead him.

That is why even the first covenant was put into effect with the blood of an animal.For after Moses had read each of God’s commandments to all the people, he took the blood of calves and goats, along with water, and sprinkled both the book of God’s law and all the people, using hyssop branches and scarlet wool.Then he said,“ This blood confirms the covenant God has made with you.”

Who is this sweeping in from the desert, leaning on her lover? I aroused you under the apple tree, where your mother gave you birth, where in great pain she delivered you.

Here is another thing you do. You cover the Lord’s altar with tears, weeping and groaning because he pays no attention to your offerings and doesn’t accept them with pleasure.
