法老一见灾祸平息了，就心里刚硬，不肯听他们的话，就像耶和华所说的。

恶人虽然蒙了恩待，他仍不知道什么是公义；在公义的地上，他仍然行恶，也看不见耶和华的威严。

对恶行已判定的刑罚迟迟没有执行，世人的心就充满行恶的意图。

那时，巴比伦王的军队正在攻打耶路撒冷和犹大剩下的城镇，就是拉吉和亚西加，因为在犹大的各城中，只剩下这两座坚固的城了。西底家王和在耶路撒冷的众民立了约，要向奴仆宣告自由。人人都要释放自己的希伯来奴婢；谁也不可使自己的一位犹大兄弟作奴仆。（这事以后，从耶和华那里有话临到耶利米。）

法老心里刚硬，不肯听他们的话，就像耶和华所说的一样。耶和华对摩西说：“法老心里固执，拒绝让人民离去。

耶和华对摩西说：“你起程回到埃及去的时候，要留意我交在你手里的一切奇事，把它们行在法老面前；我却要使他的心刚硬，他就不让人民离开。

经上说：“如果你们今天听从他的声音，就不要硬着心，像惹他发怒的时候一样。”

就不要硬着心，好像在旷野惹他发怒、试探他的日子一样；

有人告诉埃及王说：“以色列人逃走了。”法老和他的臣仆对以色列人的心就改变了，他们说：“我们让以色列人离开，不再服事我们，我们作了什么事呢？”

但他们不肯听从，反而硬着颈项，充耳不闻（“反而硬着颈项，充耳不闻”直译是“转着固执的肩膊，使自己的耳朵发沉不听”）。他们使自己的心刚硬如金钢石，不肯听从律法和万军之耶和华藉着他的灵、透过从前的先知所说的话。因此，万军之耶和华非常忿怒。

人屡次受责备，仍然硬着颈项，他必突然毁灭，无法挽救。

人被高热烧烤，就亵渎那有权柄掌管这些灾难的神的名，并不悔改，把荣耀归给他。

“以法莲啊！我要怎样待你呢？犹大啊，我要怎样待你呢？你们的爱心像早晨的云雾；又像瞬即消逝的朝露。
