巫師們對法老說：「這是上帝的作為。」法老的心卻仍然剛硬，不肯答應摩西和亞倫的要求，正如耶和華所言。

摩西在耶和華那裡待了四十晝夜，沒吃也沒喝。耶和華把約的內容，就是十條誡命，寫在石版上。摩西手裡拿著兩塊約版下西奈山，他不知道自己因為曾與耶和華說話而臉上發光。

若我是靠上帝的靈趕鬼，就是上帝的國已降臨在你們中間了。

這最終帶來死亡、刻在石版上的律法條文的事工尚且有榮耀，甚至使摩西的臉上發出榮光，儘管很快就消逝了，以色列人仍然無法定睛看他，那麼聖靈的事工豈不更有榮耀嗎？

耶和華說：「那些日子以後，我將與以色列家立這樣的約，我要把我的律法放在他們腦中，寫在他們心上。我要做他們的上帝，他們要做我的子民。

摩西上到山上，走進雲中，在那裡停留了四十晝夜。

耶和華對摩西說：「你要鑿出兩塊石版，跟你之前摔碎的兩塊一樣，我要把前兩塊石版上的字刻在上面。你要預備好，明天清早你要上西奈山頂來見我。誰也不可與你同來，整座山上都不可有人，就是牛羊也不得在山前吃草。」於是，摩西鑿出兩塊石版，跟先前的兩塊一樣。他清早起來，照著耶和華的吩咐把石版帶到西奈山上。

那時，我上山去接受耶和華與你們立約的石版，在山上待了四十晝夜，不吃也不喝。耶和華把兩塊立約的石版交給我，上面刻著那天你們聚會時祂在山上的火焰中對你們說的話，是祂用手指刻上去的。四十晝夜後，耶和華把那兩塊刻著約的石版交給我，
