於是摩西對以色列的審判官說：「你們的人若有與巴力‧毗珥聯合的，你們各人就要把他們殺了。」摩西和以色列全會眾在會幕門口哭泣的時候，看哪，有一個以色列人，在他們眼前帶着一個米甸女子，到他弟兄那裏。亞倫祭司的孫子，以利亞撒的兒子非尼哈看見了，就從會眾中起來，手裏拿着槍，跟這以色列人進入帳棚，刺穿了二人，就是以色列人和那女子的肚腹。這樣，以色列人遭受的瘟疫就停止了。

其中的領袖是咆哮的獅子，審判官是晚上的野狼，不留一點到早晨。

「地不可以賣斷，因為地是我的；你們在我面前是客旅，是寄居的。

「人若彼此打鬥，傷害有孕的婦人，以致胎兒掉了出來，隨後卻無別的傷害，那傷害她的人，總要按婦人的丈夫所提出的，照審判官所裁定的賠償。

亞吉信了大衛，說：「大衛已經使本族以色列人憎惡他，所以他必永遠作我的僕人了。」

因為那夜我要走遍埃及地，把埃及地一切頭生的，無論是人是牲畜，都擊殺了；我要對埃及所有的神明施行審判。我是耶和華。

「你要在耶和華－你上帝所賜的各城中，為各支派設立審判官和官長。他們要按公義的判斷審判百姓，

「不可毀謗上帝；也不可詛咒你百姓的領袖。

撒母耳年紀老邁，就立他的兒子作以色列的士師。他的長子名叫約珥，次子名叫亞比亞；他們在別是巴作士師。

「當時，我吩咐你們的審判官說：『你們聽訟，無論是弟兄之間的訴訟，或與寄居者之間的訴訟，都要秉公判斷。

哈拿卻沒有上去，因為她對丈夫說：「等孩子斷了奶，我就帶他上去朝見耶和華，讓他永遠住在那裏。」

你也要從百姓中選出有才能的人，敬畏上帝、誠實可靠、恨惡不義之財的人，派他們作千夫長、百夫長、五十夫長、十夫長來管理百姓。他們要隨時審判百姓；重大的事要送到你這裏，小事就由他們自行判決。這樣，你就可以輕省一些，他們可以與你分擔。你若這樣做，上帝也這樣吩咐你，你就能承受得住，眾百姓也可以和睦地回到自己的地方。」摩西聽了他岳父的話，照着他所說的一切去做。摩西從以色列人中選出有才能的人，立他們為百姓的領袖，作千夫長、百夫長、五十夫長、十夫長。他們隨時審判百姓：難斷的事就送到摩西那裏，各樣小事就由他們自行判決。

祭物和禮物，你不喜愛，你已經開通我的耳朵；燔祭和贖罪祭非你所要。那時我說：「看哪，我來了！我的事在經卷上已經記載了。我的上帝啊，我樂意照你的旨意行，你的律法在我心裏。」

我必回復你的審判官，像起初一樣，回復你的謀士，如起先一般。然後，你必稱為公義之城，忠信之邑。」
