於是摩西對以色列的官長們說：『你們各人要把自己的人、就是那些委身於毘珥的巴力的殺掉。』摩西和以色列人全會眾正在會棚出入處哭的時候，以色列人中忽然來了一個人，就在他們眼前、帶着一個米甸女人、來到他的族弟兄那裏。祭司亞倫的孫子以利亞撒的兒子非尼哈看見了，就從會眾中起來，手裏拿着槍，跟着那以色列人進圓拱帳幕，把他們兩個人刺死，就是刺死那以色列人和那女人，槍由肚子裏透過去。這樣、疫症就從以色列人中制住了。

她中間的首領是吼叫的獅子；她的審判官是晚上的豺狼，一點啃骨肉也不留到早晨。

『地不可永遠賣掉，因為地是屬我的；在我面前你們不過是寄居寄住的僑民。

『人若爭鬪，擊傷懷孕的婦人，以至墜胎，卻沒有別的害處，那傷害她的總要受罰款，照婦人的丈夫所定的，在裁判官面前給錢。

亞吉信了大衛，心裏說：『他已經使自己在以色列中、在自己的族人中、有了大臭名，他必永遠做我的臣僕了。』

這一夜裏、我要巡行埃及地，把埃及地一切頭胎生的、無論是人是牲口、都擊殺掉；埃及一切神明我也要判罰：我永恆主。

老年人對他說：『今天王若肯做這人民的公僕而服事他們，回答他們時對他們說好話，他們就必日日不斷地做王的僕人。』

賊若不被找到，那家主就必須被帶到官長面前、去查明他有沒有下手拿鄰舍的物件。『為了任何侵害的案件，無論是為了牛、或驢、或羊、為了衣裳、或是甚麼失掉的東西，若有一人說：「這就是」，那麼兩造的案件就必須進到官長面前，官長定誰有罪，誰就必須加倍地賠償給他的鄰舍。

『你要在永恆主你的上帝所賜給你的各城內、按着你的族派、為自己設立審判官和官吏；他們要按公義的判斷審判人民。

『不可咒罵官長，不可咒詛你民間的首領。

撒母耳年紀老了，就立他的兒子做以色列的士師。他的長子名叫約珥，次子名叫亞比亞；都在別是巴作了士師。

那時我吩咐你們的審判官說：「你們在同族弟兄中聽訟，無論是人跟同族弟兄有爭訟，還是人跟同住的外僑有爭訟，你們都要按着公義而判斷。

哈拿卻沒有上去；她對她丈夫說：『等孩子斷了奶，我便帶他上去、讓他朝見永恆主，永遠住在那裏。』

你並且要從眾民之間物色有才德敬畏上帝的人、可信可靠、恨惡不義之財的人，設立他們為千夫長、百夫長、五十夫長、十夫長，去管理眾民；叫他們隨時審判人民；所有大的案件、他們要呈到這裏來，所有小的案件、他們可以自己判斷：這樣，你就輕省些，他們也可以和你一同擔當。你若這樣行，上帝也這樣吩咐你，你就能站得住，這眾民也就能夠安安然然回到他們的地方去。』於是摩西聽從他岳父的話，都照他岳父所說的去行。摩西從全以色列眾人中揀選了有才德的人，讓他們做人民的首領，做千夫長、百夫長、五十夫長、十夫長。他們隨時審判人民；有困難的案件，就呈到摩西那裏；所有小案件、他們自己去判斷。

宰祭和供物、你不喜愛；你只為我挖通了耳朵好聽從；燔祭和解罪祭你也不要。那時我說：『看哪，我來了——經卷上已為我規定了——我的上帝啊，我樂意行你的旨意；你的律法都在我臟腑裏呢。』

我必重立你的審判官、像起初一樣，重立你的謀士如起先一般；以後你就必稱為公義之城，忠信可靠的都市。』
