於是摩西吩咐以色列的審判官說：「凡屬你們的人，有與巴力‧毗珥連合的，你們各人要把他們殺了。」摩西和以色列全會眾正在會幕門前哭泣的時候，誰知，有以色列中的一個人，當他們眼前，帶着一個米甸女人到他弟兄那裏去。祭司亞倫的孫子，以利亞撒的兒子非尼哈看見了，就從會中起來，手裏拿着槍，跟隨那以色列人進亭子裏去，便將以色列人和那女人由腹中刺透。這樣，在以色列人中瘟疫就止息了。

她中間的首領是咆哮的獅子；她的審判官是晚上的豺狼，一點食物也不留到早晨。

「地不可永賣，因為地是我的；你們在我面前是客旅，是寄居的。

「人若彼此爭鬥，傷害有孕的婦人，甚至墜胎，隨後卻無別害，那傷害她的，總要按婦人的丈夫所要的，照審判官所斷的，受罰。

亞吉信了大衛，心裏說：「大衛使本族以色列人憎惡他，所以他必永遠作我的僕人了。」

若找不到賊，那家主必就近審判官，要看看他拿了原主的物件沒有。「兩個人的案件，無論是為甚麼過犯，或是為牛，為驢，為羊，為衣裳，或是為甚麼失掉之物，有一人說：『這是我的』，兩造就要將案件稟告審判官，審判官定誰有罪，誰就要加倍賠還。

「你要在耶和華－你神所賜的各城裏，按着各支派設立審判官和官長。他們必按公義的審判判斷百姓。

撒母耳年紀老邁，就立他兒子作以色列的士師。長子名叫約珥，次子名叫亞比亞；他們在別是巴作士師。

「當時，我囑咐你們的審判官說：『你們聽訟，無論是弟兄彼此爭訟，是與同居的外人爭訟，都要按公義判斷。

哈拿卻沒有上去，對丈夫說：「等孩子斷了奶，我便帶他上去朝見耶和華，使他永遠住在那裏。」

並要從百姓中揀選有才能的人，就是敬畏神、誠實無妄、恨不義之財的人，派他們作千夫長、百夫長、五十夫長、十夫長，管理百姓，叫他們隨時審判百姓，大事都要呈到你這裏，小事他們自己可以審判。這樣，你就輕省些，他們也可以同當此任。你若這樣行，神也這樣吩咐你，你就能受得住，這百姓也都平平安安歸回他們的住處。」於是，摩西聽從他岳父的話，按着他所說的去行。摩西從以色列人中揀選了有才能的人，立他們為百姓的首領，作千夫長、百夫長、五十夫長、十夫長。他們隨時審判百姓，有難斷的案件就呈到摩西那裏，但各樣小事他們自己審判。

祭物和禮物，你不喜悅；你已經開通我的耳朵。燔祭和贖罪祭非你所要。那時我說：看哪，我來了！我的事在經卷上已經記載了。我的神啊，我樂意照你的旨意行；你的律法在我心裏。

我也必復還你的審判官，像起初一樣，復還你的謀士，像起先一般。然後，你必稱為公義之城，忠信之邑。
