They also wrote them in the language of each nation. The orders were sent to the royal officials and to the governors of the territories. And the orders were also sent to the nobles of the nations. The orders were written in the name of King Xerxes himself. And they were stamped with his own official mark.

It was sent to the king’s highest officers, the governors of the respective provinces, and the nobles of each province in their own scripts and languages. 于是，耶洗别以亚哈王的名义写信，并盖上王印，送给跟拿伯同居一城的长老和贵族。

用各省的文字和各族的语言写谕旨，通告各省，丈夫要做一家之主，说话有权柄。

那些人齐来见王，说：“王啊，按照玛代人和波斯人的律，王颁布的禁令和律例是不可更改的。”

便去见王，提及王的禁令，说：“王啊，你不是签署禁令，三十天内，任何人不得向王以外的神明或人祷告，违者必被扔进狮子坑吗？”王说：“确有此事，按照玛代人和波斯人的律，这禁令不可更改。”

就为自己、自己的后代和归属他们的人定下规矩：每年必按时守这两天为节日，永不废弃。

现在，你们尽可奉王的名写谕旨给犹太人，用王的戒指盖印，因为奉王的名所写、用王的戒指盖印的谕旨是不可废除的。”三月，即西弯月二十三日，王的书记被召来，按照末底改的一切吩咐用各省的文字和各族的语言，包括犹太人的文字和语言写谕旨，传给从印度到古实的一百二十七省的犹太人、总督、省长和官员。末底改奉亚哈随鲁王的名写谕旨，用王的戒指盖印，让信差骑王室快马送往各地。谕旨上说，王准许各城的犹太人在十二月，即亚达月十三日，聚集起来自卫，铲除、杀光、灭尽各族各省攻击他们的仇敌及其儿女、妻子，夺取仇敌的财物。

王摘下自己的戒指，就是从哈曼手中取回的，赐给末底改。以斯帖派末底改管理哈曼的家产。

王啊，求你颁布、签署这道禁令，使之不可更改，正如玛代人和波斯人的律令是不可更改的。”

他们将王的谕旨交给王的总督和幼发拉底河西的省长，众官员都为民众和上帝殿的工作提供帮助。
