摩西上山到上帝那里，耶和华从山上呼唤他说：“你告诉雅各家，告诉以色列人，‘我怎样对付埃及人，你们都看见了，我好像鹰一样把你们背在翅膀上带到我这里。现在，倘若你们认真听从我的话，遵守我的约，就必在万民中做我的子民，因为普天下都是我的。

耶和华对我说：“你要在犹大各城和耶路撒冷的街头宣告，呼吁百姓听从、遵行这约。

只有你可以靠近我，其他人，包括全体百姓，都不得走近。”摩西下山把耶和华的话和法令都告诉百姓，百姓齐声回答：“我们愿意遵行耶和华的一切吩咐。”摩西把耶和华的这些话记录下来。第二天清晨，摩西在山脚筑了一座坛，立了十二根柱子代表以色列的十二支派。他又吩咐以色列的青年去给耶和华献燔祭，又献上公牛作平安祭。摩西把祭牲的血一半放在盆里，一半洒在坛上。他又把约书念给百姓听，百姓听了都说：“我们愿意遵行耶和华的一切吩咐，我们愿意顺服。”摩西便把盆中的血洒在百姓身上，说：“这是立约的血，是耶和华按所说的话与你们立约的凭据。”

这约不同于我与他们祖先所立的约，就是我牵着他们祖先的手领他们离开埃及时所立的。虽然我是他们的丈夫，他们却违背了我的约。这是耶和华说的。”

“你要听这约上的话，把内容告诉犹大人和耶路撒冷的居民。

必有人回答说，‘因为这地方的人背弃了他们祖先的上帝耶和华领他们出埃及时与他们所立的约，

为要接受你们的上帝耶和华与你们立的誓约。

那天，你们在何烈山站在你们的上帝耶和华面前，耶和华对我说，‘把民众招聚起来，让他们听我的教诲，学习一生敬畏我，并传授给自己的儿女。’

你们要谨慎，不可忘记你们的上帝耶和华与你们所立的约，不可违背你们上帝耶和华的禁令，去制造任何形状的神像。

祂向你们宣告祂的约，就是祂吩咐你们遵守的十诫，并写在两块石版上。
