人若不是蓄意殺人，而是神交在他手中的，我就給你設立一個地方，他可以逃到那裡去。

那時，摩西在約旦河東，日出的方向，把三座城分別出來，讓那些素無仇恨、無心誤殺人的，可以逃到那裡去；逃到這三座城的一座去的，都可以活著：為流本人，分出了在曠野平原的比悉；為迦得人，分出了基列的拉末；為瑪拿西人，分出了巴珊的哥蘭。

“你要吩咐以色列人說：‘你們過約旦河，進到迦南地的時候，就要選擇幾座城，給你們作避難城，讓誤殺人的，就是無心殺死人的，可以逃到那裡。它們可以作你們逃避報仇者的避難城，使誤殺人的不至於死，直到他站在會眾面前受審判。你們指定的城，要給你們作六座避難城。在約旦河東面，你們要分出三座城；在迦南地，你們也要分出三座城，都要作避難城。這六座城要給以色列人和外族人，以及他們中間居住的人作避難城，使無心殺人的人，都可以逃到那裡去。

“你要告訴以色列人：‘你們要照著我藉著摩西命令你們的，為自己設立避難城，好使那出於錯誤、並非蓄意殺人的，可以逃到那裡去；這些城要成為你們逃避報血仇的人的避難所。那殺人的要逃到這些城中的一座，站在城門口，把自己的事情向城中的眾長老述說，長老就要把他接入城中，到他們那裡，並要給他地方，使他可以住在他們中間。如果報血仇的人追趕他，長老不可把他交在報血仇的人手裡，因為他並非蓄意殺人，他以前與他並沒有仇恨。那殺人的要住在那城裡，直到他站在會眾面前受審；等到當時的大祭司死了，才可以回到本城本家，回到他逃出來的城那裡。’”於是以色列人在拿弗他利山地，把加利利的基低斯分別出來；在以法蓮山地，把示劍分別出來；在猶大山地，把基列．亞巴分別出來，基列．亞巴就是希伯崙；
