倘若不是故意殺人，而是上帝許可那人死在他手裡，他就可以逃往我指定的地方。

上帝絕不說謊，祂將永不改變的應許和誓言給了我們，使我們這些尋找避難所、持定擺在前面之盼望的人可以大得鼓勵。

那時，摩西在約旦河東劃出三座城作避難城，供素無冤仇卻誤殺他人者逃往避難。三座城分別是曠野高原的比悉——供呂便人避難，基列的拉末——供迦得人避難，巴珊的哥蘭——供瑪拿西人避難。

「告訴以色列人，『你們過了約旦河進入迦南以後，要選一些城邑作為避難城，供誤殺人者逃去避難，躲避復仇的人，以免誤殺人者未在會眾面前受審便被殺死。你們要選六座城作為避難城，三座在約旦河東岸，三座在迦南。凡誤殺人的，無論是以色列人還是寄居的外族人，都可以逃到這些城避難。

「你吩咐以色列人，照我以前藉摩西所吩咐你們的，設立一些城邑作為避難城，好讓那些誤殺了人的可以逃到那裡，免遭仇人追殺。逃進城的人要先站在城門口，向避難城的長老陳明事情的經過，長老就把他們收容到城裡，給他們地方住。如果他們的仇人追到，長老們不可把他們交出來，因為他們是無意殺的，跟被殺者無冤無仇。這些人要住在城內，直到在會眾面前受了審訊，並且還要等到在任的大祭司死後，才可離城回鄉。」於是，民眾便設立拿弗他利山區加利利境內的基低斯、以法蓮山區的示劍和猶大山區的基列·亞巴，即希伯崙作為避難城。
