你们要把土地划分为三个地区，在每个地区设立一座避难城，修好通往这三座城的道路，以便误杀人者可以逃往最近的避难城。

倘若不是故意杀人，而是上帝许可那人死在他手里，他就可以逃往我指定的地方。

上帝绝不说谎，祂将永不改变的应许和誓言给了我们，使我们这些寻找避难所、持定摆在前面之盼望的人可以大得鼓励。

那时，摩西在约旦河东划出三座城作避难城，供素无冤仇却误杀他人者逃往避难。三座城分别是旷野高原的比悉——供吕便人避难，基列的拉末——供迦得人避难，巴珊的哥兰——供玛拿西人避难。

“告诉以色列人，‘你们过了约旦河进入迦南以后，要选一些城邑作为避难城，供误杀人者逃去避难，躲避复仇的人，以免误杀人者未在会众面前受审便被杀死。你们要选六座城作为避难城，三座在约旦河东岸，三座在迦南。凡误杀人的，无论是以色列人还是寄居的外族人，都可以逃到这些城避难。

“你吩咐以色列人，照我以前借摩西所吩咐你们的，设立一些城邑作为避难城，好让那些误杀了人的可以逃到那里，免遭仇人追杀。逃进城的人要先站在城门口，向避难城的长老陈明事情的经过，长老就把他们收容到城里，给他们地方住。如果他们的仇人追到，长老们不可把他们交出来，因为他们是无意杀的，跟被杀者无冤无仇。这些人要住在城内，直到在会众面前受了审讯，并且还要等到在任的大祭司死后，才可离城回乡。”于是，民众便设立拿弗他利山区加利利境内的基低斯、以法莲山区的示剑和犹大山区的基列·亚巴，即希伯仑作为避难城。
