其中有二万四千人管理耶和华殿的事，有六千人作官长和士师，

摩西从以色列人中拣选了有才能的人，立他们为百姓的首领，作千夫长、百夫长、五十夫长、十夫长。他们随时审判百姓，有难断的案件就呈到摩西那里，但各样小事他们自己审判。

这两个争讼的人就要站在耶和华面前，和当时的祭司，并审判官面前，审判官要细细地查究，若见证人果然是作假见证的，以假见证陷害弟兄，

以斯哈族有基拿尼雅和他众子作官长和士师，管理以色列的外事。

若有人擅敢不听从那侍立在耶和华你神面前的祭司，或不听从审判官，那人就必治死；这样，便将那恶从以色列中除掉。

长老和审判官就要出去，从被杀的人那里量起，直量到四围的城邑，

去见祭司利未人，并当时的审判官，求问他们，他们必将判语指示你。

我便将你们各支派的首领，有智慧、为众人所认识的，照你们的支派，立他们为官长、千夫长、百夫长、五十夫长、十夫长，管理你们。“当时，我嘱咐你们的审判官说：‘你们听讼，无论是弟兄彼此争讼，是与同居的外人争讼，都要按公义判断。审判的时候，不可看人的外貌；听讼不可分贵贱，不可惧怕人，因为审判是属乎神的。若有难断的案件，可以呈到我这里，我就判断。’

在上有权柄的，人人当顺服他，因为没有权柄不是出于神的。凡掌权的都是神所命的。所以，抗拒掌权的就是抗拒神的命；抗拒的必自取刑罚。作官的原不是叫行善的惧怕，乃是叫作恶的惧怕。你愿意不惧怕掌权的吗？你只要行善，就可得他的称赞；因为他是神的用人，是与你有益的。你若作恶，却当惧怕，因为他不是空空地佩剑；他是神的用人，是伸冤的，刑罚那作恶的。所以，你们必须顺服，不但是因为刑罚，也是因为良心。你们纳粮，也为这个缘故；因他们是神的差役，常常特管这事。

他的主人就要带他到审判官那里，又要带他到门前，靠近门框，用锥子穿他的耳朵，他就永远服侍主人。

又在犹大国中遍地的坚固城里设立审判官，对他们说：“你们办事应当谨慎；因为你们判断不是为人，乃是为耶和华。判断的时候，他必与你们同在。现在你们应当敬畏耶和华，谨慎办事；因为耶和华我们的神没有不义，不偏待人，也不受贿赂。”约沙法从利未人和祭司，并以色列族长中派定人，在耶路撒冷为耶和华判断，听民间的争讼，就回耶路撒冷去了。约沙法嘱咐他们说：“你们当敬畏耶和华，忠心诚实办事。住在各城里你们的弟兄，若有争讼的事来到你们这里，或为流血，或犯律法、诫命、律例、典章，你们要警戒他们，免得他们得罪耶和华，以致他的忿怒临到你们和你们的弟兄；这样行，你们就没有罪了。凡属耶和华的事，有大祭司亚玛利雅管理你们；凡属王的事，有犹大支派的族长以实玛利的儿子西巴第雅管理你们；在你们面前有利未人作官长。你们应当壮胆办事，愿耶和华与善人同在。”

说：“你们审判不秉公义，徇恶人的情面，要到几时呢？细拉你们当为贫寒的人和孤儿伸冤；当为困苦和穷乏的人施行公义。
