禍哉！那些制定邪惡律例、記錄不義判決的！

於是他們來到王面前，提起有關王的禁令：「王啊，難道你不是簽署了以下的禁令嗎？三十天之內，無論何人，如果向你以外的任何神明或任何人祈禱，就必被扔進獅子坑！」王開口說：「照著不能廢除的米底亞和波斯的法令，確實如此。」

一月十三日，王的書記們被召來，照著哈曼所吩咐的一切，給王的行政官們、管理各省的省長和各民族的首領下旨，用各省的文字給各個省，用各民族的語言給各個民族，以亞哈隨魯王的名義下旨，又用王的印戒封印。

末迪凱以亞哈隨魯王的名義下旨，用王的印戒封印，藉著騎馬的信使們把詔書傳送出去；他們騎的是御用的快馬，都是良種的賽馬。

以斯帖再次到王面前求告，俯伏在王的腳前哭泣，懇求王廢掉亞甲人哈曼的惡謀和他針對猶太人所謀劃的計策。

你們就照著你們眼中看為好的，以王的名義給猶太人下旨，用王的印戒封印吧；因為以王的名義下旨、用王的印戒封印的文書是不能撤回的。」
