正月十三日，王的一些书记受召而来，照着哈曼一切所吩咐的，用各省的文字、各族的语言，奉亚哈随鲁王的名写谕旨，又用王的戒指盖印，传给王的总督、各省的省长，以及各族的领袖。诏书由信差传到王的各省，限令一日之内，就是在十二月，亚达月十三日，把所有的犹太人，无论老少妇女孩子，全然剪除，杀戮灭绝，并抢夺他们的财产。这谕旨的抄本以敕令的方式在各省颁布，通知各族，预备等候那日。信差奉王的命令急忙起行，敕令传遍了书珊城堡。王同哈曼坐下饮酒，书珊城堡却陷入慌乱中。

于是大流士王在这禁令的文件上签署。但以理知道这文件已经签署，就进自己的家，他家楼上的窗户开向耶路撒冷。他一天三次，双膝跪着，在他的神面前祷告感谢，像平常一样。于是，那些人纷纷聚集，发现但以理在他神面前祈祷恳求。他们就进到王面前，向王提及禁令，说：“三十天之内不拘何人，若在王以外，或向神明或向人求什么，必被扔在狮子坑中，王不是在这禁令上签署了吗？”王回答说：“确有这事，照玛代人和波斯人的例是不可更改的。”他们对王说：“王啊，那被掳的犹大人但以理不理会你，也不遵守你签署的禁令，竟一天三次祈祷。”王听见这话，就甚愁烦，一心要救但以理，直到日落的时候，他还在筹划解救他。那些人就纷纷聚集到王那里，对王说：“王啊，当知道玛代人和波斯人有例，凡王所立的禁令和律例都不可更改。”

那藉着律例玩弄奸恶、以权位肆行残害的，岂能与你交往呢？
