他對自己的百姓說：「看哪，以色列人的百姓比我們還多，又比我們強盛。來吧，讓我們機巧地待他們，恐怕他們增多起來，將來若有戰爭，他們就聯合我們的仇敵來攻擊我們，然後離開這地去了。」於是埃及人派監工管轄他們，用勞役苦待他們。他們為法老建造儲貨城，就是比東和蘭塞。可是越苦待他們，他們就越發增多，更加繁衍，埃及人就因以色列人愁煩。埃及人嚴厲地強迫以色列人做工，使他們因苦工而生活痛苦；無論是和泥，是做磚，是做田間各樣的工，一切的工埃及人都嚴厲地對待他們。埃及王又對希伯來的接生婆，一個名叫施弗拉，另一個名叫普阿的說：「你們為希伯來婦人接生，臨盆的時候要注意，若是男的，就把他殺了，若是女的，就讓她活。」但是接生婆敬畏上帝，不照埃及王的吩咐去做，卻讓男孩活着。埃及王召了接生婆來，對她們說：「你們為甚麼做這事，讓男孩活着呢？」接生婆對法老說：「因為希伯來婦人與埃及婦人不同；希伯來婦人健壯，接生婆還沒有到，她們已經生產了。」上帝恩待接生婆；以色列人增多起來，極其強盛。接生婆因為敬畏上帝，上帝就叫她們成立家室。法老吩咐他的眾百姓說：「把所生的每一個男孩都丟到尼羅河裏去，讓所有的女孩存活。」

他使敵人的心轉去恨他的百姓，用詭計待他的僕人。
