Three days later he called together the local Jewish leaders. When they had assembled, Paul said to them:“ My brothers, although I have done nothing against our people or against the customs of our ancestors, I was arrested in Jerusalem and handed over to the Romans.

保羅申辯說：「無論是對猶太人的律法，或是對聖殿，或是對凱撒，我都沒有犯過罪。」

保羅就說：「我已經站在凱撒的審判臺前，這裡就是我應該受審的地方。我沒有虧負過猶太人，就像您也很清楚地了解那樣。

這是大祭司和全長老議會的人都可以為我做見證的。我還從他們那裡拿到了給同胞們的一些信函往大馬士革去，要把那裡被捆綁的信徒們，帶到耶路撒冷來受刑。

於是千夫長上前抓住保羅，下令用兩條鐵鏈把他捆起來，然後查問他到底是什麼人，做了什麼事。人群當中，有的喊這個，有的喊那個；千夫長因為騷亂，無法知道真相，就下令把保羅帶到營樓裡去。保羅到了臺階上的時候，由於人群凶猛，士兵們只好把他抬起來走。那一群人跟在後面，喊叫：「除掉他！」保羅快要被押進營樓的時候，就對千夫長說：「我是否可以對你說句話？」千夫長說：「你懂希臘語嗎？你究竟是不是那個前些日子作亂、帶領四千個凶徒進入曠野的埃及人呢？」保羅回答說：「我是猶太人，是奇里乞亞省的塔爾蘇人，並不是無名之城的公民，請求你准許我向民眾說話。」千夫長准許了，保羅就站在臺階上，向民眾揮一下手，大家都寂靜無聲，保羅就用希伯來語呼籲，說：

總督點頭示意要保羅講話，保羅就說：「我知道您在本國多年做審判官，所以我樂意為自己申辯。您可以了解，自從我上耶路撒冷去敬拜，到現在不超過十二天。無論在聖殿裡，或在會堂裡，或在城裡，他們都沒有看見我和任何人爭論，或煽動民眾。他們現在也不能向您證實所控告我的事。不過這一點我向您承認：我是按照他們稱為『異端』的這道，如此事奉我先祖的神，因為我相信一切合乎律法書和先知書上所記載的事；我對神所懷有的盼望也是這些人自己所期望的，就是義人和不義的人將來都要復活。因此，在神和人面前，我總是盡力存著無愧的良心。

祭司長們和猶太人的首領們向菲斯特斯指控保羅，並且懇求菲斯特斯，

保羅注視著議會的人，說：「各位兄弟，直到今天，我在神面前，行事為人一向都憑著無愧的良心。」大祭司阿納尼亞就命令站在保羅旁邊的人，打他的嘴巴。保羅就對他說：「你這粉飾的牆啊，神將要打你！你坐在那裡應按照律法審判我，而你卻違背律法，下令打我嗎？」站在旁邊的人說：「你竟敢辱罵神的大祭司？」保羅就說：「同胞們，我不知道他是大祭司。的確，經上記著：不可說你民中掌權者的壞話。」保羅知道有一部分人是撒都該人，另一部分是法利賽人，就在議會中喊著：「各位兄弟，我是法利賽人，也是法利賽人的兒子。我現在受審，是與死人復活的盼望有關。」他說了這話，法利賽人和撒都該人就起了爭執，會眾也分裂了。原來撒都該人說沒有復活，沒有天使，也沒有靈，但法利賽人卻承認這一切。於是他們大大地喧嚷起來。有些法利賽派的經文士們站起來激烈地爭辯，說：「我們查不出這個人有什麼錯。也許有靈或天使對他說過話呢！」爭執越來越激烈，千夫長擔心保羅會被他們撕碎，就命令軍隊下去，把保羅從他們當中搶出來，帶回營樓裡。當夜，主站在保羅旁邊，說：「你要鼓起勇氣！你怎樣在耶路撒冷鄭重地見證有關我的事，也必須照樣在羅馬做見證。」

因為我實在是從希伯來人之地被拐來的，就是在這裡我也沒做過什麼事，致使他們把我關在這地牢裡。」

騎兵進了凱撒里亞，把信函呈給總督，又把保羅帶到他面前。
