保羅為自己辯護說：「我從來沒有違背猶太律法，褻瀆聖殿或反叛凱撒！」

保羅說：「我此刻正站在凱撒的法庭上，這就是我應該受審的地方。你很清楚，我並沒有做過什麼對不起猶太人的事。

大祭司和眾長老都可以為我作證。我還拿著他們寫給大馬士革的猶太人的信去拘捕那裡的信徒，押回耶路撒冷受刑。

千夫長上前拿住保羅，命人用兩條鐵鏈把他鎖起來，問他是什麼人、做了什麼事。人群中有人這樣喊，有人那樣喊，情形混亂不堪，千夫長無法辨明真相，便命人將保羅帶回軍營。保羅剛走上臺階，眾人便兇猛地擁擠過來，士兵們只好把他舉起來抬著走。眾人擠在後面喊著說：「殺掉他！」士兵們抬著保羅來到軍營門口，保羅問千夫長：「我可以和你講幾句話嗎？」千夫長說：「你也懂希臘話嗎？不久前煽動叛亂、帶著四千暴徒逃到曠野去的那個埃及人是你嗎？」保羅說：「我是猶太人，來自基利迦的大數，並非無名小城的人。請准許我向百姓講幾句話。」千夫長答應了，保羅就站在臺階上向眾人揮手示意，他們都安靜下來，保羅用希伯來話對他們說：

總督點頭示意保羅可以發言，於是保羅說：「我知道大人在猶太執法多年，我很樂意在你面前為自己辯護。大人明鑒，從我上耶路撒冷禮拜至今不過十二天。這些人根本沒有見過我在聖殿、會堂或城裡與人爭辯，聚眾鬧事。他們對我的指控毫無根據。但有一點我必須承認，就是我依循他們稱之為異端的道事奉我們祖先的上帝，我也相信律法書和先知書的一切記載，並且我與他們在上帝面前有同樣的盼望，就是義人和不義的人都要復活。因此，我一直盡力在上帝和人面前都做到問心無愧。

祭司長和猶太人的首領向他控告保羅，

保羅注視著公會的人，說：「弟兄們，我在上帝面前行事為人一向問心無愧。」大祭司亞拿尼亞一聽，就命那些站在旁邊的人打保羅的嘴。保羅對亞拿尼亞說：「你這偽君子，上帝要擊打你！你坐在那裡不是應當依法審問我嗎？你怎麼違法叫人打我？」站在旁邊的人說：「你竟敢辱罵上帝的大祭司？」保羅說：「弟兄們，我不知道他是大祭司。我知道聖經上說，『不可咒詛百姓的官長。』」保羅發現他們一些是法利賽人，一些是撒都該人，就在公會中高聲說：「弟兄們，我是法利賽人，也是法利賽人的子孫。我因為盼望死人復活，才在這裡受審！」這句話立刻引起法利賽人和撒都該人之間的爭論，公會分成了兩派。因為撒都該人認為沒有復活，也沒有天使和靈，而法利賽人認為這些都有。眾人大聲喧嚷，有幾個法利賽派的律法教師站起來爭辯說：「我們找不出這人有什麼錯處，也許真的有靈或天使跟他說過話。」爭論越來越激烈，千夫長怕保羅會被他們扯碎了，就派人把他從人群中救出來，帶回軍營。當天晚上，主站在保羅身旁對他說：「要勇敢！正如你在耶路撒冷為我作了見證，你也必須在羅馬為我做見證。」

我是從希伯來人那裡被拐來的，無辜被囚在監。」

他們到了凱撒利亞，將公文呈交總督，把保羅交給他。
