正當他們要殺保羅的時候，有人把耶路撒冷發生騷亂的消息報告給羅馬軍營的千夫長，千夫長馬上帶著軍兵和幾個百夫長趕來了。眾人一見千夫長和軍隊，便停止毆打保羅。

於是彼拉多命人鞭打耶穌。

這人被猶太人抓住，險些被他們殺害。我得知他是羅馬公民，便帶兵去救了他。

他們把保羅綁起來正要鞭打，保羅問旁邊的百夫長：「未經定罪就拷打羅馬公民合法嗎？」百夫長一聽，立刻去稟告千夫長說：「你看該怎麼辦？這人是羅馬公民。」千夫長就來問保羅：「告訴我，你是羅馬公民嗎？」保羅說：「是的。」千夫長說：「我花了很多錢才當上羅馬公民！」保羅說：「我生來就是。」那些準備拷問保羅的士兵立刻退下了。千夫長也害怕起來，因為發現保羅是羅馬公民，他卻下令捆綁了保羅。

於是，大家都一起攻擊他們，官長下令剝掉他們的衣服，杖打他們。他們被毒打一頓，又被關進監獄，官長命獄卒嚴密看守。
