耶何耶大讓王及民眾與耶和華立約，做耶和華的子民，也讓王與民眾立約。

押尼珥對大衛說：「我要為我主我王招聚所有的以色列人，跟你立約，你便可以如願以償，統治全以色列。」於是大衛為他送行，他就平安地回去了。

於是，耶弗他便跟他們一起回去。民眾擁立他做他們的首領和元帥。耶弗他在米斯巴將之前所說的話在耶和華面前重申一遍。

以色列的長老都到希伯崙見大衛王，大衛與他們在耶和華面前立約，他們膏立大衛做以色列的王，這應驗了耶和華藉撒母耳所說的話。

你去招聚以色列的長老，對他們說，『你們祖先的上帝耶和華，就是亞伯拉罕、以撒、雅各的上帝向我顯現，說祂關切你們，知道你們在埃及的遭遇。

於是，他們來到吉甲，在耶和華面前立掃羅為王，又向耶和華獻上平安祭。掃羅和全體以色列人都非常歡喜。

「鑒於這一切，我們鄭重立約，記載下來。我們的首領、利未人和祭司都在上面蓋了印。」

耶何耶大讓民眾和王與他一起立約，要做耶和華的子民。
