So Hezekiah king of Judah sent this message to the king of Assyria at Lachish:“ I have done wrong. Withdraw from me, and I will pay whatever you demand of me.” The king of Assyria exacted from Hezekiah king of Judah three hundred talents of silver and thirty talents of gold.So Hezekiah gave him all the silver that was found in the temple of the Lord and in the treasuries of the royal palace.

to inflict vengeance on the nations and punishment on the peoples,to bind their kings with fetters, their nobles with shackles of iron,

During Jehoiakim’s reign, Nebuchadnezzar king of Babylon invaded the land, and Jehoiakim became his vassal for three years. But then he turned against Nebuchadnezzar and rebelled.

They killed the sons of Zedekiah before his eyes. Then they put out his eyes, bound him with bronze shackles and took him to Babylon.

Woe to those who go down to Egypt for help, who rely on horses, who trust in the multitude of their chariots and in the great strength of their horsemen, but do not look to the Holy One of Israel, or seek help from the Lord.Yet he too is wise and can bring disaster; he does not take back his words. He will rise up against that wicked nation, against those who help evildoers.But the Egyptians are mere mortals and not God; their horses are flesh and not spirit. When the Lord stretches out his hand, those who help will stumble, those who are helped will fall; all will perish together.

When Hezekiah says,‘ The Lord our God will save us from the hand of the king of Assyria,’ he is misleading you, to let you die of hunger and thirst.
