人人都要服从政府的权柄，因为所有的权柄都是出于上帝。现存的政权都是上帝设立的。所以，抗拒权柄，就是抗拒上帝的命令，抗拒的人必自招惩罚。掌权者不是叫行善的惧怕，而是叫作恶的惧怕。你想不怕掌权的吗？就要行得正，这样你会得到称赞。要知道掌权者是上帝差遣的，对行得正的人有益处。然而，你若作恶，就该惧怕，因为他必将你绳之以法。他是上帝的仆人，代表上帝秉公行义，惩奸罚恶。所以，你们必须服从，不单是为了避免受到惩罚，也是为了良心无愧。你们纳税也是为了同样的缘故，因为官长是上帝的仆人，负责管理这类事务。

第七年，耶何耶大派人召迦利人和卫兵的百夫长们到耶和华的殿里，与他们立约，让他们在耶和华的殿里起誓，然后把约阿施王子带到他们面前。

他们这样做超过了我们的期望，并且他们按照上帝的旨意首先把自己献给主，然后献给我们。

以色列的长老都到希伯仑见大卫王，大卫与他们在耶和华面前立约，他们膏立大卫做以色列的王，这应验了耶和华借撒母耳所说的话。

耶和华除了与以色列人在何烈山立约外，还在摩押吩咐摩西与以色列人立以下的约。摩西召来所有以色列人，对他们说：“你们曾亲眼见过耶和华在埃及怎样对付法老及其臣仆和国民，怎样降下巨大的灾难，行伟大的神迹奇事。但耶和华至今还没有赐给你们能明白的心、能看见的眼、能听清的耳。四十年来，我领你们走过旷野，你们身上的衣服没有穿破，脚上的鞋子没有穿坏；你们没有吃饼，也没有喝淡酒和烈酒。这是为了让你们知道耶和华是你们的上帝。我们来到这里的时候，希实本王西宏和巴珊王噩都来攻击我们，我们击败了他们，并将占领的土地分给吕便支派、迦得支派和玛拿西半个支派作产业。所以，你们要谨遵这约上的话，以便你们可以凡事顺利。“今天，你们全都站在你们的上帝耶和华面前，包括你们的族长、长老、官员、所有以色列男子、你们的孩子、妻子和寄居在你们中间为你们砍柴挑水的外族人，为要接受你们的上帝耶和华与你们立的誓约。这样，祂今天将宣告你们是祂的子民、祂是你们的上帝，正如祂对你们的应许和对你们祖先亚伯拉罕、以撒和雅各的誓言。耶和华的这誓约不仅是与你们立的，也是与今天一同站在我们的上帝耶和华面前的人，以及今天不在这里的人立的。

他们说：“我们会照你的话去做，把东西还给他们，不再向他们索债。”于是，我召来祭司，让这些人起誓遵守自己的诺言。我抖着衣服说：“如果你们不守誓言，愿上帝也这样抖掉你们的家园和你们劳碌得来的，使你们一无所有。”全体会众都说：“阿们！”他们赞美耶和华，民众都遵照誓言去行。

“鉴于这一切，我们郑重立约，记载下来。我们的首领、利未人和祭司都在上面盖了印。”

我们的上帝耶和华曾在何烈山与我们立约，这约不是与我们祖先立的，乃是与我们今天还活着的人立的。
