看哪，我要使这城得以痊愈安舒，使城中的人得医治，又将丰盛的平安和诚实显明与他们。我也要使犹大被掳的和以色列被掳的归回，并建立他们和起初一样。我要除净他们的一切罪，就是向我所犯的罪；又要赦免他们的一切罪，就是干犯我、违背我的罪。这城要在地上万国人面前使我得颂赞，得荣耀，名为可喜可乐之城。万国人因听见我向这城所赐的福乐、所施的恩惠平安，就惧怕战兢。”耶和华如此说：“你们论这地方，说是荒废无人民无牲畜之地，但在这荒凉无人民无牲畜的犹大城邑和耶路撒冷的街上，必再听见有欢喜和快乐的声音、新郎和新妇的声音，并听见有人说：‘要称谢万军之耶和华，因耶和华本为善；他的慈爱永远长存！’又有奉感谢祭到耶和华殿中之人的声音；因为我必使这地被掳的人归回，和起初一样。这是耶和华说的。”万军之耶和华如此说：“在这荒废无人民无牲畜之地，并其中所有的城邑，必再有牧人的住处；他们要使羊群躺卧在那里。在山地的城邑、高原的城邑、南地的城邑、便雅悯地、耶路撒冷四围的各处，和犹大的城邑必再有羊群从数点的人手下经过。这是耶和华说的。”

所以，耶和华的怒气向他的百姓发作，憎恶他的产业，将他们交在外邦人的手里；恨他们的人就辖制他们。他们的仇敌也欺压他们，他们就伏在敌人手下。他屡次搭救他们，他们却设谋背逆，因自己的罪孽降为卑下。然而，他听见他们哀告的时候，就眷顾他们的急难，为他们记念他的约，照他丰盛的慈爱后悔。他也使他们在凡掳掠他们的人面前蒙怜恤。耶和华我们的神啊，求你拯救我们，从外邦中招聚我们，我们好称赞你的圣名，以赞美你为夸胜。

我起誓应许给亚伯拉罕、以撒、雅各的那地，我要把你们领进去，将那地赐给你们为业。我是耶和华。’”

波斯王居鲁士元年，耶和华为要应验藉耶利米口所说的话，就激动波斯王居鲁士的心，使他下诏通告全国说：“波斯王居鲁士如此说：‘耶和华天上的神已将天下万国赐给我，又嘱咐我在犹大的耶路撒冷为他建造殿宇。在你们中间凡作他子民的，可以上犹大的耶路撒冷，在耶路撒冷重建耶和华以色列神的殿（只有他是神）。愿神与这人同在。凡剩下的人，无论寄居何处，那地的人要用金银、财物、牲畜帮助他，另外也要为耶路撒冷神的殿甘心献上礼物。’”于是，犹大和便雅悯的族长、祭司、利未人，就是一切被神激动他心的人，都起来要上耶路撒冷去建造耶和华的殿。他们四围的人就拿银器、金子、财物、牲畜、珍宝帮助他们，另外还有甘心献的礼物。
