但有一天，我必使這城復興，醫治她的創傷，使她繁榮昌盛。我要使被擄的猶大人和以色列人回到故土，重建家園。我要除去他們的一切罪惡，赦免他們的一切罪過。這城要使我在天下萬國面前得到尊崇、頌讚和榮耀。萬民聽見我使這城繁榮昌盛，都恐懼戰慄。』」耶和華說：「你們說猶大的城邑和耶路撒冷的街道一片荒涼、人畜絕跡，但這些地方必傳出歡樂聲、新郎新娘的歡笑聲和在耶和華殿中獻感恩祭者的歌唱聲，『要感謝萬軍之耶和華，因為耶和華是美善的，祂的慈愛永遠長存』。因為我必使被擄的人回到故土，重建家園。這是耶和華說的。」萬軍之耶和華說：「在這一片荒涼、人畜絕跡的地方，在它所有城邑的周圍必再有供牧人放羊的草場。在山區、丘陵和南地的城邑，以及便雅憫、耶路撒冷周圍和猶大的城邑必有人清點羊群。這是耶和華說的。」

耶和華因此向祂的子民發怒，厭惡他們，使他們落在列邦的手中，受敵人的轄制。他們的敵人壓迫他們，奴役他們。祂多次拯救他們，他們卻執意背叛，陷入罪中不能自拔。但祂聽見他們在苦難中呼求時，仍然眷顧他們。祂沒有忘記與他們立的約，因祂偉大無比的愛而憐憫他們。祂使擄掠他們的人憐憫他們。我們的上帝耶和華啊，求你拯救我們，從各國招聚我們，使我們可以稱謝你的聖名，歡然讚美你。

我必帶領你們進入我舉手起誓要給亞伯拉罕、以撒和雅各的那片土地，把它賜給你們作產業。我是耶和華。』」

波斯王塞魯士元年，耶和華為要應驗祂藉耶利米所說的話，就感動波斯王塞魯士，使他下詔通告全國：「波斯王塞魯士如此說，『天上的上帝耶和華已把天下萬國都賜給我，祂吩咐我在猶大的耶路撒冷為祂建造殿宇。你們當中凡是耶和華的子民，都可以去猶大的耶路撒冷，為住在耶路撒冷的以色列的上帝耶和華建殿，願上帝與他們同在！凡留下不回國的人，無論住在哪裡，都要用金銀、財物和牲畜幫助同區那些將要回國的人，此外還要為耶路撒冷的上帝的殿獻上自願獻的禮物。』」於是，猶大和便雅憫的族長、祭司和利未人——所有被上帝感動的人都準備上耶路撒冷重建耶和華的殿。他們周圍的人除了獻上自願獻的禮物外，還拿出銀器、金子、財物、牲畜和珍寶來支持他們。
