There was nothing in the ark except the two tablets Moses had placed there in Horeb.( It was there that the LORD made an agreement with the Israelites after he brought them out of the land of Egypt.)

He gave Moses two tablets of testimony when he had finished speaking with him on Mount Sinai, tablets of stone written by the finger of God.

Moses turned and went down from the mountain with the two tablets of the testimony in his hands. The tablets were written on both sides– they were written on the front and on the back.Now the tablets were the work of God, and the writing was the writing of God, engraved on the tablets.

And I will be their God and they will be my people.“ And there will be no need at all for each one to teach his countryman or each one to teach his brother saying,‘ Know the Lord,’ since they will all know me, from the least to the greatest.“ For I will be merciful toward their evil deeds, and their sins I will remember no longer.”When he speaks of a new covenant, he makes the first obsolete. Now what is growing obsolete and aging is about to disappear.

The LORD said to Moses,“ Cut out two tablets of stone like the first, and I will write on the tablets the words that were on the first tablets, which you smashed.

When he approached the camp and saw the calf and the dancing, Moses became extremely angry. He threw the tablets from his hands and broke them to pieces at the bottom of the mountain.

He took the testimony and put it in the ark, attached the poles to the ark, and then put the atonement lid on the ark.

You are standing today, all of you, before the LORD your God– the heads of your tribes, your elders, your officials, every Israelite man,your infants, your wives, and the foreigners living in your encampment, those who chop wood and those who carry water–so that you may enter by oath into the covenant the LORD your God is making with you today.Today he will affirm that you are his people and that he is your God, just as he promised you and as he swore by oath to your ancestors Abraham, Isaac, and Jacob.It is not with you alone that I am making this covenant by oath,

( 28:69) These are the words of the covenant that the Lord commanded Moses to make with the people of Israel in the land of Moab, in addition to the covenant he had made with them at Horeb.

He took the Book of the Covenant and read it aloud to the people, and they said,“ We are willing to do and obey all that the LORD has spoken.”So Moses took the blood and splashed it on the people and said,“ This is the blood of the covenant that the LORD has made with you in accordance with all these words.”
