Now listen to them; but warn them solemnly and let them know what the king who will reign over them will claim as his rights.”

撒母耳向百姓說明做君王的權利和責任，又把這些都記在冊子上，放在耶和華面前，然後讓百姓各自回家。

「將來管轄你們的王會徵用你們的兒子做他的戰車兵、騎兵，要他們跑在他的戰車前面。他會派一些人做千夫長、五十夫長，一些人為他耕種田地、收割莊稼，一些人製造兵器和戰車的裝備。他會把你們的女兒帶走，要她們給他造香膏、煮飯和烤餅。他會奪去你們最好的田地、葡萄園和橄欖園，送給他的臣僕。他會從你們的糧食和葡萄園的出產中收取十分之一，送給他的官員和臣僕。他會徵用你們的僕婢及最好的牛和驢來為他效勞。他會拿去你們羊群的十分之一，並讓你們做他的奴僕。將來你們會因所選之王的壓迫而呼求耶和華，耶和華卻不會垂聽你們。」

當我說某個惡人必滅亡時，如果你不告誡他，勸告他痛改前非，挽救他的性命，他必死在自己的罪中，而我要追究你的責任。

對民眾不守自己做祭司的職分。每當民眾來獻祭，還在煮祭肉的時候，他們的僕人便拿著三齒叉來，

「『在聖地和城的東西兩邊是給君王的土地，西到地中海，東到約旦河，從西到東長度與一個支派所得的土地一樣。這地方要作君王在以色列的產業。我的君王必不再欺壓我的子民，而是按支派把地分給他們。

君王不可驅逐百姓離開他們的土地，強奪他們的產業。他必須把自己擁有的產業賜給兒子，免得我的子民四散，失去自己的產業。』」

掃羅一生常和非利士人激烈交戰。他遇見英勇的壯士，都會徵募到自己的軍隊中。
