“你到了耶和华—你上帝所赐你的地，得了那地居住在其中的时候，若说：‘我要立王治理我，像我四围所有的国家一样’，你一定要立耶和华—你上帝所拣选的人为你的王。要从你弟兄中立一人为你的王，不可立你弟兄之外的外邦人治理你。只是王不可为自己加添马匹，也不可为加添马匹使百姓回埃及去，因耶和华曾对你们说：‘不可再回那条路去。’王不可为自己多立妃嫔，免得他的心偏离；也不可为自己多积金银。他登了国度的王位之后，要在利未家的祭司面前，将这律法书为自己抄写一份在书卷上。这书要存在他那里，他一生的年日要诵读，好使他学习敬畏耶和华—他的上帝，谨守遵行这律法书上的一切话和这些律例，免得他的心向弟兄高傲，偏离了这诫命，或向右或向左。这样，他和他的子孙就可以长久作王治理以色列。”

你要提醒众人，叫他们顺服执政的、掌权的，要服从，预备行各样善事。

主耶和华如此说：“王若将礼物赐给他的任何一个儿子，这就成为儿子的产业，可留给子孙，是他们所承受的地业。倘若王将他产业的一份赐给他的一个臣仆，这就成为他臣仆的产业，直到自由之年，然后地要归还王；王的产业终究要归自己的儿子。王不可夺取百姓的产业，以致赶逐他们离开自己的地业；他应该从自己的地业中将产业赐给子孙，免得我的子民离开自己的地业，四散各处。”

在上有权柄的，人人要顺服，因为没有权柄不是来自上帝的。掌权的都是上帝所立的。所以，抗拒掌权的就是抗拒上帝所立的；抗拒的人必自招审判。作官的原不是要使行善的惧怕，而是要使作恶的惧怕。你愿意不惧怕掌权的吗？只要行善，你就可得他的称赞；因为他是上帝的用人，是与你有益的。你若作恶，就该惧怕，因为他不是徒然佩剑；他是上帝的用人，为上帝的愤怒，报应作恶的。所以，你们必须顺服，不但是因上帝的愤怒，也是因着良心。你们纳粮也为这个缘故，因他们是上帝的仆役，专管这事。凡人所当得的，就给他。当得粮的，给他纳粮；当得税的，给他上税；当惧怕的，惧怕他；当恭敬的，恭敬他。

你们为主的缘故要顺服人的一切制度，或是在上的君王，或是君王所派惩恶赏善的官员。

为君王和一切在位的，也要如此，使我们能够敬虔端正地过平稳宁静的生活。

主耶和华如此说：“以色列的王啊，你们够了吧！要除掉残暴和抢夺的事，行公平和公义，不可再勒索我的百姓。这是主耶和华说的。“你们要用公道的天平、公道的伊法、公道的罢特。
