他說：「那將要統治你們的王，會用以下的方法統治你們：他將奪走你們的兒子，分配他們作戰車兵和馬兵，奔跑在他的戰車前；又分配他們作千夫長、五十夫長，耕作他的土地、收割他的莊稼，為他製造兵器和戰車上的器械。他將奪走你們的女兒作調香師、厨師和烘焙師。他將奪走你們上好的田地、葡萄園和橄欖園，給他的臣僕們。他將收取你們穀物和葡萄園收成的十分之一，給他的內臣和臣僕們。他將帶走你們的男僕和婢女、你們優秀的青年人以及你們的驢子，為他做工。他將收取你們羊群的十分之一，連你們自己也將作他的奴僕。到那日，你們必因自己所選擇的王而哀叫，但那時耶和華不會回應你們。」

你提醒他們要服從統治者和掌權者，要順從，並要為一切美善的工作做好準備；

所有的人都當服從在上掌權的，因為沒有一個掌權的不是出於神。所有掌權的，都是由神所指定的。所以，抗拒掌權的，就是違抗神所設立的；違抗的人，就自招懲罰。事實上，對良善的行為，掌權者並不是可怕的；而對邪惡的行為，他才是可怕的。那麼，你想要不懼怕掌權的，就應當做良善的事。這樣，你就會得到他的稱讚。要知道，他是神的僕役，對你是有益處的。但你如果作惡，就該懼怕，因為他不是毫無理由的佩帶刀劍。他是神的僕役，是報應者，使震怒臨到作惡的人。因此，你們必須服從，不僅是為了震怒的緣故，也是為了良心。其實你們納稅，也是為了這緣故；因為他們是神的僕役，正是為此專心服事。每個人所當得的，你們都要給他：當得稅的，就給他稅；當得捐的，就給他捐；當受敬畏的，就敬畏他；當受尊敬的，就尊敬他。

為了主的緣故，你們要服從人的一切制度；無論是在上的君王，或是他所委派來懲惡賞善的那些官員；

好使我們能完全敬神、莊重地過平靜安穩的生活。
