說：“那要統治你們的王將這樣治理你們：他必徵用你們的兒子，派他們作他的戰車兵、騎兵、在車前奔走的前鋒，又派他們作千夫長、五十夫長，替他耕田、收他的莊稼、替他製造作戰的武器和戰車上的裝備。他必徵用你們的女兒作配香膏的、燒飯的和烤餅的。他必奪去你們最好的田地、葡萄園和橄欖園，賜給自己的臣僕。你們撒種所得的和葡萄園所出的，他都徵收十分之一，賜給他的太監和臣僕。他又必徵收你們的僕婢、最精壯的青年和驢，替他工作。你們的羊群，他要徵收十分之一；連你們自己也作他的奴僕。到時，你們必因你們為自己揀選的王而哀求，那時耶和華卻不應允你們。”

“你進了耶和華你的神賜給你的地，佔領了那地，居住在那裡的時候，如果你說：‘我要立一位君王治理我，像我四圍的列國一樣。’你總要立耶和華你的神揀選的人作君王管理你；你要從你的兄弟中立一位作你的君王；不可立你的兄弟以外的人作王管理你。只是君王不可為自己加添馬匹，也不可使人民回埃及去，為要加添馬匹，因為耶和華曾經對你們說過：‘你們不可再回到那條路去。’他也不可為自己加添妃嬪，恐怕他的心偏離了耶和華；也不可為自己積蓄極多的金錢。“他登上了國位的時候，就要把利未支派的祭司面前的律法書，為自己抄錄一份副本。那份副本要常在他身邊，他一生的年日都要誦讀，好學習敬畏耶和華他的神，謹守遵行這律法書上的一切話和這些律例。這樣，他的心就不會高傲，輕看自己的兄弟，也不會偏左偏右，離了這誡命；好使他和他的子孫在以色列中，在他的國位上，可以日子長久。”

你要提醒他們服從執政的和掌權的，聽從他們，隨時準備作各種善工。

主耶和華這樣說：“君王如果把自己一部分的產業作禮物賜給他的一個兒子，這產業就要歸給他的子孫；那是他們所承受的基業。君王如把自己的一部分產業作禮物賜給他的一個臣僕，這產業就要歸給那臣僕直到自由之年，然後要歸還給君王。君王的產業，至終只可歸兒子所有。君王不可奪取人民的產業，把他們趕離他們的基業。他要從自己的基業中把產業賜給自己的兒子，免得我的子民因被趕離自己的基業而四散。”

政府的權柄，人人都應當服從。因為沒有一樣權柄不是從神來的；掌權的都是神設立的。所以抗拒掌權的，就是反對神所設立的；反對的人必自招刑罰。執政的不是要使行善的懼怕，而是要使作惡的懼怕。你想不怕掌權的嗎？只要行善，就會得到稱讚；因為他是神的僕役，是對你有益的。但如果你作惡，就應當懼怕；因為他佩劍，不是沒有作用的。他是神的僕役，是向作惡的人施行刑罰的。所以你們必須服從，不但是因為刑罰，也是因為良心的緣故。因此，你們也當納稅，因為他們是神的差役，專責處理這事的。你們要向各人清還所欠的；應當納稅的，就要給他納稅；應當進貢的，就給他進貢；應當敬畏的，就敬畏他；應當尊敬的，就尊敬他。

你們為主的緣故，要順服人的一切制度，無論是至尊的君王，或是君王所派賞善罰惡的官員；

主耶和華這樣說：“以色列的君王啊！你們所作的該夠了吧。你們要除掉強暴和毀滅的事，施行公平和公義。不要再掠奪我子民的產業。這是主耶和華的宣告。你們要用公道的天秤、公道的量器。
