“你们进入并占领你们的上帝耶和华将要赐给你们的土地，安顿下来后，就会想立自己的王，像周围的国家一样。那么，你们一定要立你们的上帝耶和华拣选的人；必须立你们的以色列同胞为王，不可立外族人。王不可拥有大量马匹，也不可派人到埃及去购买马匹，因为耶和华已经告诉你们不可回埃及。他不可拥有许多妃嫔，恐怕他的心会偏离耶和华，也不可为自己积蓄大量金银。他登基后，要在利未祭司面前为自己抄录一份律法书，把它放在身边，一生诵读，以便学习敬畏他的上帝耶和华，遵守律法书上的一切诫命和律例。这样，他就不会妄自尊大，违背诫命，他和他的子孙就可以长久统治以色列。

你要提醒众人顺服执政掌权者，遵守法令，随时准备做善事。

“‘主耶和华说，如果君王把一部分产业赐给他儿子，这产业便归了他儿子，由他儿子的后代继承。如果君王把一部分产业赐给他的仆人，他的仆人在得到自由之前可以拥有这产业，到他自由的那年，这份产业仍要归还给君王，因为君王的产业只能由他的后代继承。君王不可驱逐百姓离开他们的土地，强夺他们的产业。他必须把自己拥有的产业赐给儿子，免得我的子民四散，失去自己的产业。’”

人人都要服从政府的权柄，因为所有的权柄都是出于上帝。现存的政权都是上帝设立的。所以，抗拒权柄，就是抗拒上帝的命令，抗拒的人必自招惩罚。掌权者不是叫行善的惧怕，而是叫作恶的惧怕。你想不怕掌权的吗？就要行得正，这样你会得到称赞。要知道掌权者是上帝差遣的，对行得正的人有益处。然而，你若作恶，就该惧怕，因为他必将你绳之以法。他是上帝的仆人，代表上帝秉公行义，惩奸罚恶。所以，你们必须服从，不单是为了避免受到惩罚，也是为了良心无愧。你们纳税也是为了同样的缘故，因为官长是上帝的仆人，负责管理这类事务。凡是别人该得的，都要给他。该得米粮的，就纳粮给他；该得税款的，就缴税给他；该惧怕的，就惧怕他；该尊敬的，就尊敬他。

为主的缘故，你们要服从人间的一切权柄，不管是居首位的君王，还是被君王派来赏善罚恶的官员。

也要为所有的君王和掌权者祷告，使我们可以怀着虔诚、端正的心过和平安宁的生活。

“‘主耶和华说，你们这些以色列的君王啊，够了！你们应当放弃暴行和抢掠，按公平和正义行事，不要再向我的子民横征暴敛了！这是主耶和华说的。你们要用公道的天平、伊法和罢特。
