你們就照著你們眼中看為好的，以王的名義給猶太人下旨，用王的印戒封印吧；因為以王的名義下旨、用王的印戒封印的文書是不能撤回的。」那時是三月（西彎月）二十三日，王的書記們被召來，照著末迪凱所吩咐的一切，給猶太人下旨，也給從印度到庫實一百二十七個省的行政官、省長和各省的首領下旨，用各省的文字給各個省，用各民族的語言給各個民族，用猶太人的文字和語言給猶太人。末迪凱以亞哈隨魯王的名義下旨，用王的印戒封印，藉著騎馬的信使們把詔書傳送出去；他們騎的是御用的快馬，都是良種的賽馬。在詔書中，王允許各個城市的猶太人，在亞哈隨魯王各省中，在十二月（亞達月）十三日，一天之內，聚集起來，保護自己的性命，除滅、擊殺、消滅所有攻擊猶太人的各族各省的武裝力量，甚至他們的孩童和婦女，並且掠奪他們的財物。

到了早晨，大衛寫了一封書信給約押，讓烏利亞帶去。他在書信裡寫著說：「你要把烏利亞派到戰事激烈的前線，然後你們退到他後面，讓他被擊殺而死。」

一月十三日，王的書記們被召來，照著哈曼所吩咐的一切，給王的行政官們、管理各省的省長和各民族的首領下旨，用各省的文字給各個省，用各民族的語言給各個民族，以亞哈隨魯王的名義下旨，又用王的印戒封印。詔書藉著信使們的手傳送給王的各省：要各省在十二月（亞達月）十三日，一天之內，把所有的猶太人，無論老少、孩童或婦女，都除滅、擊殺、消滅，並且掠奪他們的財物。這文書的副本以法令的形式在各個省頒布，通告各民族，讓他們為這一天做好準備。信使們被王令催促就出發，而這法令也在蘇薩城堡頒布了。那時王與哈曼坐著喝酒，蘇薩城卻陷入混亂。
